  • Vision Zero calls for pedestrian safety law in Taiwan

The Vision Zero pedestrian safety advocacy group calls on Taiwan’s new congress to support a draft pedestrian traffic safety facilities law. The group recommends comprehensive implementation of sidewalks, removal of sidewalk obstacles, standardization of temporary sidewalks during construction, and explicit arcade project guidelines. The draft law must be proposed by the National Land Management Agency and approved by the executive branch before being reviewed by the Legislative Yuan. Despite the passing of a basic road traffic safety law in 2023, Vision Zero notes that the projected death toll may still exceed 3,000. The chairman of Vision Zero, Chen Kai-ning, proposes four amendments to the law, including the provision of physical sidewalks on wider roads, marking sidewalk designations on narrower roads, establishing basic sidewalk standards and non-permissible uses, and installing physical sidewalks beside arcades. Between January and November 2023, there were 2,759 road fatalities and 367,311 recorded severe accidents in Taiwan, representing an increase compared to the same period in 2022.

  • Ko Wen-je criticizes Lai for avoiding nuclear energy debate

Taiwan People’s Party presidential candidate Ko Wen-je criticized his Democratic Progressive Party (DPP) competitor Lai Ching-te for avoiding the nuclear energy debate and lacking long-term planning. Ko argued that Lai’s commitment to a nuclear-free homeland by 2025 would cost him votes, particularly from the business sector. He questioned the feasibility of turning nuclear power on and off at will. Ko also criticized his Kuomintang rival, Hou Yu-ih, for impeding the operation of dry storage facilities at nuclear plants one and two, resulting in a stalemate where spent fuel rods cannot be removed. Ko expressed support for extending the service lives of nuclear plants two and three and called for a thorough check-up of plant four before making any decisions. He emphasized the need for a pragmatic approach to nuclear power rather than treating the idea of a nuclear-free homeland as an ideology. Ko highlighted the goal of achieving net zero carbon emissions by 2050 and mentioned that 22 nations proposed tripling nuclear power by then at COP28.

The Ministry of National Defense (MND) announced that three drug-sniffing dogs have completed their service, one continuing under the Customs Administration’s evaluation and the other two retiring in October. The MND deployed 18 additional detection dogs across various regions in December 2022. Major General Chen Heng-wei stated that the detection squads conducted 467 assigned smell duties through educational recalls and base applications. Throughout the year, operational areas designated 211 smell duties, with 145 requests from military bases. The government mandates a service limit of four years for these canines, but dogs in good condition may serve up to seven years. The establishment of drug-sniffing dog units began in 2020 as part of efforts to deter military personnel from bringing drugs into the barracks, showcasing the ministry’s commitment to maintaining zero tolerance for drugs within military facilities.
